And arresting supposedly innocent suspects like (now I remember) Stanley Shunpike was simply a clear message to the wizard community that the Ministry was not idling and to potential Voldy supporters that the Ministry didn't think twice before a crackdown and should be taken damn seriously. It wasn't just "making some people feel better" because making people feel secure was the crucial thing the Ministry was supposed to do at the time. So what people needed was to see that the Ministry was strong and prepared to hunt down any Death Eater. Voldemort's goal at the time before his rise was to spread terror among the wizard community in order to make people afraid and not trust the Ministry, make them believe the Ministry was weak and lost control over the things. It's very ethically problematic, indeed it is, but I think Scrimgeour's actions were understandable in the situation he was.

So, my question is: how do you view Scrimgeour? What impression did you get of him, and did it change or stick? Granted, the trio aren't exactly happy to see him and make their opinions clear, but as an adult, and as Minister, his aggressive behavior is obviously pretty uncalled for. He's still trying (badly) to weasel secrets out of Harry, but this time, he's pretty much ready to curse or duel a teenager. Then, in DH, he's aggressive and antagonistic. At least, that's how it looks through the muggle prime minister's eyes.Īt Christmas in HBP, he acts like almost as much of a git as Fudge: trying to get Harry to do the Ministry's PR, making some really weak attempts at manipulation, and generally being a pretty good example of everything wrong with the Ministry at the time. In The Other Minister, he's described as looking 'rather like an old lion', all proud and noble, someone to look up to in wartime (even if a little cold perhaps), and I think we're supposed to get the impression that here's a far better choice of minister than Fudge.

To me, it seems like his three appearances might as well be three different men: I've been wondering about this, because I personally can't figure out how we're supposed to feel about him.
